- The state sets the pace: usually 5–10 business days in Wyoming and 7–14 in New Mexico.
- Hague Convention members include Saudi Arabia, Oman, Bahrain, Morocco, Tunisia, Türkiye and the whole EU. The UAE, Qatar, Kuwait, Jordan, Egypt and Iraq are not members: there, documents need consular legalization.
