Updated: · General information, not tax or legal advice.

Yes, you can form a US LLC from Algeria fully online, and Algerian residents can open a Mercury account for it, because Algeria is not on Mercury’s prohibited list. Forming the company is the easy part. The hard part is specific to Algeria: the dinar is not convertible, PayPal cannot receive money for Algerian accounts, Mercury does not mail physical cards to Algeria, and bringing dollars home legally takes planning. This page explains each point honestly.

Why founders in Algeria form a US LLC

Algeria has thousands of developers, designers, video editors and translators working for foreign clients, plus a young e-commerce scene. Inside the country, online payment runs on the CIB interbank card and Algérie Poste’s Edahabia card, through gateways such as SATIM and Chargily Pay, and much of e-commerce is still cash on delivery. All of that is in dinars and domestic. For selling to the world, Algerian founders hit walls:

  • No Stripe and no PayPal receiving for Algerian individuals or companies. A US LLC with an EIN and a US bank account can apply for Stripe US and a US PayPal business account.
  • Upwork, Fiverr and direct clients are easier to serve with a US company that invoices in USD and receives ACH payments. See our guide for Upwork and Fiverr freelancers.
  • SaaS, apps and digital products sold to US and European customers need international card processing that Algerian gateways do not offer.

If you are wondering how to open an LLC in the USA from Algeria without breaking Algerian rules, the key is the next section.

Receiving money in Algeria: dinars, devise accounts and the real options

The Algerian dinar (DZD) is not freely convertible, and the Bank of Algeria controls foreign-exchange operations. There is a wide gap between the official bank rate and the informal market (the “square”), which is why many people are tempted to convert outside the banks. We cannot recommend that: it sits outside the official framework and leaves no paper trail for your income. The legal routes are narrower but real:

  • Foreign-currency (devise) account. Residents can hold a foreign-currency account at Algerian banks such as BNA, BEA, CPA, BADR or BDL. A USD or EUR wire from your LLC’s US account to your own devise account is the cleanest way to bring income home. Ask your bank in advance which documents it wants to accept a transfer from a US company.
  • Auto-entrepreneur status. Law 22-23 of December 2022 created the auto-entrepreneur status, managed by ANAE through the anae.dz platform, which opened registrations on 20 January 2024. Digital services such as web development, design, video editing and online training are on the eligible list, turnover is capped (reported at 5 million DZD a year), and the flat IFU tax is 0.5% of turnover under the 2024 Finance Law. Reports say a Bank of Algeria instruction lets auto-entrepreneurs who export services keep their foreign-currency earnings in a dedicated account, but how banks apply it varies; confirm with your bank and ANAE.
  • Baridimob and CCP are domestic only. Algérie Poste accounts handle millions of local payments but cannot receive international transfers from your LLC.
  • Payoneer works for receiving marketplace payments, but withdrawals to Algerian banks are inconsistent and some banks convert to dinars automatically. Test with small amounts first.
  • Mercury cards. Mercury lists Algeria among countries where it cannot mail physical cards. Virtual cards work for online spending such as hosting, software and ads.

Spending abroad is also tightly framed. The Bank of Algeria’s travel allowance of 750 euros a year for adults (300 euros for minors) started on 20 July 2025 under Instruction 05-2025, and conditions were tightened in December 2025. A 2025 rule also requires domestic payment-service transactions to be in dinars. That is why paying US tools from the LLC’s own virtual card is far simpler than trying to use an Algerian card.

Taxes in Algeria and in the US (short, hedged, not tax advice)

In Algeria: individuals domiciled in Algeria are generally subject to income tax (IRG) on their worldwide income, so profits you draw from a US LLC are likely taxable at home. The auto-entrepreneur IFU at 0.5% of turnover is the simplest legal frame for many freelancers, plus a yearly CASNOS social contribution. How the LLC’s profits and your auto-entrepreneur turnover fit together is a question for an Algerian accountant.

In the US: there is no US–Algeria income tax treaty; Algeria is not on the IRS treaty list. A single-member LLC owned by an Algerian resident with no US trade or business usually owes no US federal income tax, but it must file Form 5472 with a pro forma 1120 every year, even with zero income; the penalty starts at 25,000$. Read our Form 5472 guide.

Step by step: how to form a US LLC from Algeria

  1. Choose a state and package. New Mexico: Starter 249$, Builder 349$, Diamond 499$. Wyoming: Starter 299$, Builder 399$, Diamond 499$. State fee and first-year registered agent included. You pay by card, so use a card that works internationally.
  2. Documents. A valid biometric passport. For proof of address, a certificat de résidence from your APC (commune), a Sonelgaz bill or a bank statement; these are in Arabic or French and may need an English translation.
  3. State filing. Approval usually takes 5–7 business days.
  4. EIN. No SSN required (see EIN without SSN). Timing depends on the IRS. Builder and Diamond include it, with bank-application help.
  5. Bank and payments. Apply to Mercury with your Algerian address, use virtual cards, then connect Stripe US or PayPal business. Diamond adds Stripe setup done with you, an Operating Agreement and a US phone number.
  6. Bring income home. Open your devise account and register as auto-entrepreneur if it fits, before the first big transfer.
  7. Every year. File Form 5472 + 1120 (99$ per tax year; first year included in Diamond) and renew at 129$/yr in New Mexico or 229$/yr in Wyoming.

Mistakes and scams Algerian founders should avoid

  • Buying “verified” PayPal or Stripe accounts opened in a foreigner’s name. They are sold widely on Algerian social media, get closed, and take your balance with them.
  • Declaring a friend’s address in Europe or the US as your home. Providers verify residence, and a US LLC does not change where you live.
  • Using a VPN to look like you are elsewhere. It breaks provider terms and gets accounts frozen. Apply honestly as an Algerian resident.
  • Relying on informal currency dealers for business income, with no bank record to show your bank or the tax office.
  • Forgetting Form 5472 because the LLC had no US income.
  • Waiting for a Mercury card in the post. It will not be mailed to Algeria; plan with virtual cards.

New Mexico or Wyoming for founders in Algeria?

New Mexico is the practical choice for most Algerian freelancers: no annual report, no yearly state fee and a 129$/yr renewal, which matters when every dollar is hard to move. Wyoming fits founders who prefer its reputation and accept a 60$ yearly report fee (included in our 229$/yr renewal). Compare them in New Mexico vs Wyoming, and see our neighbouring page on a US LLC from Morocco.

Frequently asked questions

Can Algerian residents open a Mercury account for a US LLC?

Yes. Algeria is not on Mercury’s prohibited list, though every application is reviewed. Mercury does not mail physical cards to Algeria, so you work with virtual cards.

Does PayPal work in Algeria?

Only for paying. Algerian PayPal accounts cannot receive money or withdraw to Algerian banks. Your US LLC can open its own US business PayPal account that pays out to its US bank.

How do I bring dollars from my US LLC into Algeria legally?

Wire USD or EUR from the LLC’s US account to your own foreign-currency (devise) account at an Algerian bank, and keep invoices to justify the income. Registering as an auto-entrepreneur gives the income a clear legal and tax frame.

Can I receive international payments on Baridimob or my CCP?

No. Baridimob and CCP accounts are for domestic dinar payments and cannot receive transfers from your LLC’s US account.

Should I register as an auto-entrepreneur if I have a US LLC?

Often yes. The status covers digital services, taxes turnover at a flat 0.5% IFU and is reported to allow exporters of services to keep foreign currency. Confirm with an Algerian accountant how it combines with your LLC.

Is there a US–Algeria tax treaty?

No. Algeria is not on the IRS list of income tax treaties. A service LLC owned by an Algerian resident with no US activity usually owes no US income tax, but files Form 5472 every year.
