Yes, you can form a US LLC from the UAE fully online, whether you are an Emirati or one of the many expats living in Dubai, Abu Dhabi or Sharjah. UAE residents are not on Mercury’s prohibited list, and US providers judge you by where you live, not by your passport. The honest twist: Stripe already works locally in the UAE, so a US LLC makes sense mainly when your customers, marketplace or investors are American.
Why founders in the UAE form a US LLC (when a free-zone licence is not enough)
Most Arab countries need a US company just to reach Stripe. Not the UAE: Stripe launched locally in April 2021, with an office in Dubai Internet City, so a UAE mainland or free-zone company can already take cards. Selling to Gulf customers in dirhams? A UAE licence may be enough.
A US LLC still earns its place for UAE residents in a few clear cases:
- US customers and agencies that prefer paying a US vendor by ACH, with a US invoice and a W-8BEN-E rather than an international wire to a Dubai bank.
- Amazon US and US marketplaces. Selling on Amazon.com with a US entity, US bank account and EIN is simpler to run than a cross-border seller setup. See our guide to an LLC for Amazon FBA.
- US-dollar SaaS and digital products where you want a Stripe US account, US payment methods and USD settlement.
- Investors and accelerators. US investors are more comfortable with a US entity (larger rounds usually need a Delaware C-corp, which is a different product).
- Expats who may move. A free-zone licence is tied to the UAE; a US LLC stays the same if you relocate (update your address with every provider).
Free-zone licence vs a US LLC
| Point | UAE free-zone or mainland licence | US LLC (New Mexico or Wyoming) |
|---|---|---|
| Residence visa | Can sponsor your UAE visa | No visa of any kind |
| Local bank and Stripe | UAE bank account, Stripe UAE | Mercury or other US fintechs, Stripe US |
| Corporate tax filings | UAE corporate tax registration and return | Form 5472 + pro forma 1120 every year |
| Yearly cost | Licence renewal set by each free zone | From 129$/yr (New Mexico) or 229$/yr (Wyoming) |
| Best for | Gulf customers, local presence | US customers, Amazon US, US investors |
Many founders keep both: a UAE licence for local work and residence, a US LLC for the American side.
Receiving money in the UAE: USD, AED and your bank
This is the easy part compared with most of the region. The dirham has been pegged at 3.6725 to the US dollar since 1997, there are no exchange controls on bringing dollars home, and most UAE banks offer USD accounts. A typical flow is: clients pay your US LLC, the money lands in a US account (for example Mercury), and you send a USD wire to your own account at a UAE bank or convert it to AED.
What slows people down is compliance, not the law. UAE banks run source-of-funds checks, so keep your Articles of Organization, EIN letter and invoices ready, and pay yourself in regular amounts rather than random transfers.
- Mercury: accepts applications from founders living in the UAE. Card shipments to the UAE, Saudi Arabia and the rest of the Gulf are currently paused by Mercury because of the regional conflict, so you start with virtual cards, which work immediately.
- Wise: Wise’s help centre lists the United Arab Emirates among addresses that cannot get USD account details. Wise announced UAE central bank licences in 2025, so this may change; confirm in the app before you rely on it.
- Payoneer: widely used in the UAE for marketplace payouts, with withdrawals to UAE banks.
Expats: your residence decides, not your passport
This matters for the large Indian, Pakistani, Bangladeshi, Egyptian and Filipino communities in the UAE. Mercury’s prohibited list (which includes Pakistan, Bangladesh and the Philippines) states that it is based on your country of residence, not your citizenship, and that citizens of those countries who live elsewhere may still be eligible after review. So a Pakistani national living in Dubai applies as a UAE resident. Two honest caveats: Mercury also refuses businesses that operate or do business in a prohibited country, and you will need real proof of UAE residence (Emirates ID, tenancy contract registered with Ejari, or a DEWA, ADDC or SEWA bill). If you later move back home, you must update your address, and the account may be reviewed or closed.
Which banks and payment tools work for UAE residents
| Provider | Status for UAE residents (October 2026) |
|---|---|
| Mercury | Open to UAE residents. Physical card shipping to the UAE paused; virtual cards available. |
| Wise | UAE addresses listed as unable to get USD account details. Check in the app; may change after Wise’s UAE licensing. |
| Payoneer | Available; common for Amazon and marketplace payouts. |
| Stripe | Two routes: Stripe UAE with a UAE licence, or Stripe US with your US LLC, EIN and US bank account. |
| PayPal | PayPal operates in the UAE. For the LLC you open a US business account in the company’s name. |

Taxes: UAE and US (short, hedged, not tax advice)
In the UAE: there is no personal income tax on individuals. Federal corporate tax at 9% applies to taxable income above AED 375,000 for financial years starting on or after 1 June 2023. For individuals, the Federal Tax Authority says a natural person is only within corporate tax if they conduct a business in the UAE with turnover above AED 1 million in a calendar year; salary and personal investment income do not count.
Where it can matter for a US LLC: a foreign company effectively managed and controlled in the UAE can be treated as a UAE tax resident, and a business you run from your Dubai home may count toward your own turnover. The treatment of a single-member US LLC depends on your facts, so once you approach the AED 1 million line, speak to a UAE tax adviser. A US LLC also does not replace any UAE licensing your local activity may require.
In the US: there is no US–UAE income tax treaty (the UAE is not on the IRS treaty list). A single-member LLC owned by a non-resident with no US trade or business usually owes no US federal income tax, but it must file Form 5472 with a pro forma 1120 every year, even with zero income; the penalty for missing it starts at 25,000$. Read our Form 5472 guide. Expats should also check their home country: some countries, and the US for its own citizens, tax people who live in the UAE.
Step by step: how to form a US LLC from the UAE
- Choose the state and package. New Mexico Starter 249$, Builder 349$, Diamond 499$; Wyoming Starter 299$, Builder 399$, Diamond 499$. State fee and first-year registered agent are included.
- Prepare documents. A valid passport is the key ID for US providers. For proof of address, UAE documents are usually bilingual, so an Ejari tenancy contract, a utility bill or a UAE bank statement in English normally needs no translation. Keep your Emirates ID handy for bank KYC.
- State filing. Approval usually takes 5–7 business days.
- EIN. You do not need an SSN. Timing depends on the IRS, so we never promise a number of days. Builder and Diamond include it.
- Bank and payments. Apply to Mercury with your UAE address, start on virtual cards, then connect Stripe US, PayPal or Amazon. Diamond includes Stripe setup done with you and a US phone number.
- Every year. File Form 5472 + 1120 (99$ per tax year alone, included for the first year in Diamond) and renew: 129$/yr in New Mexico, 229$/yr in Wyoming including the annual report.

Mistakes and scams UAE founders should avoid
- Thinking the LLC moves you out of the UAE system. A US LLC does not change where you live, your visa or any UAE licence and tax duties.
- Giving a US “virtual address” as your home address. Banks ask where the owner lives. Using a mail-forwarding address as your residence is misrepresentation and leads to frozen accounts.
- Renting or buying a “ready” Stripe or PayPal account in someone else’s name. You lose the money when it is closed, and you have no legal claim.
- Forgetting Form 5472 because the LLC had no US income. The filing is due anyway.
- Leaving the UAE without updating Mercury or your other providers. Your eligibility follows your new residence.
New Mexico or Wyoming for UAE residents?
For most UAE founders, New Mexico is the practical choice: no annual report, no yearly state fee and renewal of 129$/yr with us. Wyoming is worth it if you prefer its long-standing reputation and do not mind the 60$ yearly report fee (our 229$/yr renewal includes the annual report). Both work the same with Mercury, Stripe and Amazon. Compare them in New Mexico vs Wyoming. Neighbours in the Gulf can also read our page for a US LLC from Saudi Arabia.

Frequently asked questions
Can a Pakistani or Indian national living in Dubai open a Mercury account for a US LLC?
Usually yes. Mercury’s restrictions are based on country of residence, not citizenship, so you apply as a UAE resident with proof of your UAE address. Approval is still subject to Mercury’s review, and businesses that operate in a prohibited country can be refused.
Stripe works in the UAE. Why would I form a US LLC?
If your customers are in the Gulf, you may not need one. A US LLC helps when you sell to US clients who want to pay a US company, sell on Amazon US, or want US investors and USD settlement through Stripe US.
Does the UAE 9% corporate tax apply to my US LLC?
It can, depending on your facts. Individuals are only in scope with UAE business turnover above AED 1 million a year, and a foreign company managed from the UAE can be treated as UAE resident. Ask a UAE tax adviser once revenue grows.
Can I get a Mercury debit card delivered to Dubai?
Not right now. Mercury has paused card shipments to the UAE and other Gulf countries because of the regional situation. Virtual cards work straight away for online payments and subscriptions.
Will Wise give my US LLC USD account details if I live in the UAE?
Wise’s help centre currently lists the UAE among addresses that cannot get USD account details. Check inside the Wise app, because Wise is expanding its UAE services after receiving local licences.
Is there a US–UAE tax treaty?
No. The UAE is not on the IRS treaty list. For most service LLCs run from the UAE this changes little, since a non-resident LLC without US business activity usually owes no US income tax, but Form 5472 is still due every year.
