Yes, you can form a US LLC from Saudi Arabia without leaving Riyadh, Jeddah or Dammam. Saudi residents are not on Mercury’s prohibited list, Stripe does not operate locally in the Kingdom, and the riyal’s fixed peg to the dollar makes moving USD home simple. Two things are specific to Saudi Arabia right now: Mercury has paused physical card shipping to the Gulf, and expats on an iqama should check their residency rules before running a business of their own.
Why founders in Saudi Arabia form a US LLC
The Saudi market has strong local tools: Mada cards, Apple Pay everywhere, and Saudi-licensed gateways such as Moyasar, HyperPay and Tap for selling in riyals, plus store builders like Salla and Zid. They work well for Saudi customers. The gap appears when you sell to the rest of the world:
- Stripe is not available to Saudi companies. Stripe’s supported-country list does not include Saudi Arabia, so SaaS founders, course creators and app developers who want Stripe Billing, Stripe Checkout and USD settlement typically use a US LLC with a Stripe US account.
- Amazon.com and US marketplaces. A US entity with an EIN and a US bank account is the cleanest way to sell on Amazon US, Etsy or Shopify Payments for US buyers. See our Amazon FBA LLC guide.
- Freelancers on Upwork, Fiverr and Toptal who want to invoice US clients as a company and receive ACH payments instead of international wires.
- US clients and partners who ask for a W-8BEN-E from a company and prefer a US vendor.
A US LLC does not replace a Saudi commercial registration for business you do with Saudi customers inside the Kingdom. It is a tool for selling abroad.
Receiving money in Saudi Arabia: the riyal peg makes it simple
The Saudi riyal has been pegged at 3.75 to the US dollar since 1986, managed by the Saudi Central Bank (SAMA). That removes the biggest worry founders elsewhere face: you do not lose value waiting to convert, and there is no parallel market. The usual path is:
- Your customers pay the US LLC through Stripe US, PayPal, Amazon or bank transfer.
- Funds land in the LLC’s US account, for example Mercury.
- You send an international USD wire to your own account at a Saudi bank such as Al Rajhi, SNB, Riyad Bank or SAB, and keep it in USD or convert to SAR at close to the peg.
Saudi banks follow SAMA’s anti-money-laundering rules, so a large or unusual incoming transfer may trigger questions. Have your LLC documents, EIN letter and invoices ready, and transfer profits as regular owner distributions. Domestic spending then happens on your Mada card or wallet as usual.
Mercury cards in Saudi Arabia: Mercury states that card shipments to Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the UAE are currently paused because of the conflict in the region, and that you can create a virtual card and use it right away. In practice, Saudi founders run ads, software and supplier payments on virtual cards until shipping resumes.
Saudi citizens, GCC nationals and expats
US providers look at where you live. A Saudi citizen and an Egyptian or Pakistani expat living in Riyadh both apply as Saudi residents; Mercury says its restrictions are based on country of residence, not nationality. The difference is at home: many expats hold an iqama tied to an employer, and running your own business on the side may conflict with Saudi labour and residency rules. Check your status (for example Premium Residency or a MISA-registered company) before you start. Saudi nationals can look at the Ministry of Human Resources freelance document on freelance.sa, which gives freelancers a recognised status for approved professions; check the portal for current eligibility and fees.
Which banks and payment tools work for Saudi residents
| Provider | Status for residents of Saudi Arabia (October 2026) |
|---|---|
| Mercury | Saudi Arabia is not on the prohibited list. Physical card shipping paused; virtual cards available. |
| Wise | Saudi Arabia is not on Wise’s list of addresses that cannot get USD account details. Eligibility is checked at sign-up, so confirm for your LLC. |
| Payoneer | Available; common for marketplace payouts with withdrawals to Saudi banks. |
| Stripe | Not available to Saudi companies. A US LLC can apply for a Stripe US account. |
| PayPal | PayPal has a Saudi site, but withdrawal options for local accounts are limited. For the LLC, open a US business PayPal account in the company’s name. |
Compare the banking options in Mercury vs Wise for a non-resident LLC, and the Stripe process in opening a Stripe account as a non-resident.
Taxes in Saudi Arabia and in the US (short, hedged, not tax advice)
In Saudi Arabia: there is no personal income tax on salaries. The Zakat, Tax and Customs Authority (ZATCA) applies Zakat to Saudi and GCC nationals’ business activity, generally at 2.5% of the Zakat base, while non-Saudi residents who carry on business in the Kingdom can fall under corporate income tax (20%) on that business income. How ZATCA views a US LLC owned by a Saudi resident, and whether its profits enter your Zakat or tax base, depends on your facts. If your LLC is growing, ask a Saudi tax adviser. VAT at 15% applies to taxable supplies in Saudi Arabia, which a US LLC selling abroad normally does not make.
In the US: there is no US–Saudi income tax treaty; Saudi Arabia is not on the IRS treaty list. A single-member LLC owned by a non-resident, with no US trade or business, usually owes no US federal income tax, but it must file Form 5472 with a pro forma 1120 every year, even with zero income. The penalty starts at 25,000$. Our Form 5472 guide explains it step by step.
Step by step: how to form a US LLC from Saudi Arabia
- Pick a state and package. New Mexico: Starter 249$, Builder 349$, Diamond 499$. Wyoming: Starter 299$, Builder 399$, Diamond 499$. State fee and first-year registered agent included.
- Documents. A passport valid for at least six months is the ID US banks want. For proof of address, the Saudi National Address certificate from SPL (Saudi Post), a utility bill or a recent bank statement works; Arabic-only documents may need an English translation. Expats should keep their iqama copy ready.
- State filing. Approval usually takes 5–7 business days.
- EIN. No SSN is needed (read how to get an EIN without an SSN). Timing depends on the IRS. Builder and Diamond include it, with bank-application help.
- Bank and payments. Apply to Mercury with your Saudi address, work on virtual cards, then connect Stripe US, PayPal or Amazon. Diamond adds Stripe setup done with you, an Operating Agreement and a US phone number.
- Every year. File Form 5472 + 1120 (99$ per tax year; the first year is included in Diamond) and renew at 129$/yr in New Mexico or 229$/yr in Wyoming.

Mistakes and scams to avoid
- Believing a US LLC lets an expat skip Saudi rules. Your iqama, sponsor and labour status do not change because the company is American.
- Using a US mail address as your home address on bank applications. Providers ask where the owner lives; misstating it gets accounts frozen.
- Buying “verified” Stripe or PayPal accounts registered to someone else. They get closed, and your balance goes with them.
- Waiting for a physical Mercury card before launching. Shipping to the Gulf is paused; use virtual cards.
- Skipping Form 5472 because there was no US income. It is required anyway.
- Choosing a provider that promises a guaranteed EIN date or guaranteed Stripe approval. Nobody controls the IRS or Stripe’s review.
New Mexico or Wyoming for Saudi founders?
New Mexico suits most Saudi founders: no annual report, no yearly state fee and a 129$/yr renewal with us. Wyoming is the choice if you prefer its long reputation for small companies and accept a 60$ yearly report fee (our 229$/yr renewal includes it). Banking and Stripe work the same for both. See New Mexico vs Wyoming, or our page on forming a US LLC from the UAE if you split time between the two countries.

Frequently asked questions
Can I open a US LLC from Saudi Arabia as an expat on an iqama?
Forming the LLC and opening Mercury are based on your Saudi residence, not your nationality. Whether your residency and employment terms allow you to run your own business is a Saudi question, so check it before you start.
Can I get a Mercury debit card shipped to Saudi Arabia?
Not at the moment. Mercury has paused card shipments to Saudi Arabia and other Gulf countries because of the regional conflict. Virtual cards work immediately for online payments.
Does Stripe work in Saudi Arabia?
Stripe does not support Saudi companies. Saudi founders who need Stripe usually apply for a Stripe US account through a US LLC with an EIN and US bank account; approval is up to Stripe.
Do I pay Zakat or tax in Saudi Arabia on my US LLC profits?
Possibly. Saudi Arabia has no personal income tax, but ZATCA applies Zakat to Saudi nationals’ business activity and income tax to non-Saudis doing business in the Kingdom. Ask a Saudi tax adviser how it applies to you.
Is there a tax treaty between the US and Saudi Arabia?
No. Saudi Arabia is not on the IRS list of income tax treaties. For a service LLC with no US business activity this usually changes little, but Form 5472 is due every year.
How do I bring USD from my LLC into a Saudi bank?
Send an international USD wire from the LLC’s US account to your own account at a Saudi bank and keep it in dollars or convert at close to the 3.75 peg. Keep invoices and LLC documents ready for the bank’s questions.
